Abstract: Facing the real problem of poor results of government departments' implementation of multiple collaborative governance on the Internet information service industry, this paper uses the evolutionary game theory to build a game model between government departments and Internet information service enterprises, considers the. role of the association and the public in the governance process, and analyzes the influence of the change of their participation probability on the strategic choice of the game subject, At the same time, it explores the influence of their respective attributes on the optimization of the multi collaborative governance model. The research shows that multi-agent participation in the governance process has a positive effect, but blindly pursues the high degree of participation of the association and the public may not achieve the optimization of the governance effect. The government departments should properly handle the role relationship among the main bodies. The results of the study help the government to mobilize all social forces to participate in the governance process, and provide a reference for the effective use of multiple collaborative governance in the future.
